ORET
Development Related Export Transactions Program (ORET) provides grants for the export of capital goods, services or work to developing economies. The program facilitates Dutch exports Kazakhstan as well as it contributes towards sustainable development of the private sector and environmental improvements. The program reduces the costs of projects that meet these objectives for the country through a donation for the purchase of capital goods, services or works from the Netherlands.
Executed by FMO the Program supports companies that want to be active in developing economies and also promotes investment climate in developing economies by facilitating investments in infrastructure.
The ORET grant percentage for average export transaction amounts to 35% (waterprojects 50%).
The focus is on investments in the social (hospitals) and economic (roads, bridges, etc.) infrastructure and environmental policy.
According to the guidelines of the Organization for Economic Cooperation and Development (OECD), ORET projects should not be commercially feasible.
Procedure for application: Dutch companies should apply for the program in their home country.

PESP
Dutch Companies can submit proposal for activities leading up to export transactions. The aim of the Program for Economic Cooperation in Projects (PESP) is to promote exports to and economic cooperation with emerging markets, including Kazakhstan. Following activities are eligible:
- Feasibility studies
- Studies for the preparation of an investment
- Project identification
These activities must result in early familiarization of a Kazkhstani company with the offers of Dutch companies and an increased probability of the Dutch business community acquiring orders in the project implementation phase.
The PESP financing contribution towards two thirds of the total costs.
Export transactions that have already reached the offer or implementing stage do not qualify.
Market research for an individual (consumer) product or projects purely for demonstration purposes do not qualify.
Procedure for application: Dutch companies should apply for the program in their home country.
